ROSEBORO — A group of concerned citizens are hoping to take a bite out of some animal control issues that they say have begun to plague the town. And at Tuesday’s board meeting, they addressed their concerns to town commissioners and leaders, hoping that some answers can be found.

One resident to come was Betty Maxwell. She told the board that she had sought help from Animal Control about some kittens that were found near her home; however, she had been unable to get in contact with animal control officials to take care of this problem.

“No one in Roseboro is handling animal control” stressed Maxwell, “As of now, no one has gotten back to me about this problem.”

Town clerk Drenda Ammons, who was listening, pointed out that the town does have an animal control ordinance, but the county’s ordinance supercedes the one it has, leaving the town dependent on the county to help with any animal control issues.

Commissioner David Alexander also stated that he, has been plagued by some dogs on the loose in west Roseboro.

“We have a problem with a pitbull walking the streets at night,” said Alexander, adding that he knows of two residents who have been bitten by this dog. And, he pointed out, “that dog is still on Gold Street.”

Another resident, who did not provide her name, told town commissioners she has noticed dogs roaming the streets near her home as well.

Sampson County sheriff’s deputy Patrick Dunn, who had just finished his crime report to the board and was listening, advised that if someone has a problem of this nature, the person should call the Sheriff’s Department for help.

“They have to call us to get help,” Dunn emphasized.

Mayor Roland Hall then stated to the audience that if anyone else had any problems with pets roaming, they should call the Sheriff’s Department at 592-4141.

In other discussion earlier, Dunn provided to the board that he has noticed that crime in the town has declined since the Sheriff’s Department took control of the town back last January. He noted that few arrests have been made.

“People know now not to come to Roseboro and do something stupid,” said Dunn to Hall.

D.A. Won't Prosecute Narcotics Deputy's Cases

District Attorney Dewey Hudson has sent out a letter to judicial officials in Sampson County saying he will no longer prosecute cases involing a narcotics officer with the Sampson County Sheriff's Office.

The letter, dated June 30, says the decision was made after a review of dismissed felony cases assembled by Deputy Bobby Smith of the sheriff's Special Investigations Unit.

"Effective immediately, my office will no longer prosecute any criminal cases in which Sampson County Deputy Bobby Smith is a material witness," the letter says. "In the interest of justice, I am requesting judicial officials to not issue any new criminal process at his request or in which he is a material witness.

"I feel compelled to do so after a review of several dismissed felony cases for lack of evidence and false and misleading information contained in his reports," Mr. Hudson says in ending the letter.

The Daily Record missed phone calls by Mr. Hudson returned yesterday afternoon and he was unavailable for comment as of press time this morning.

It is not immediately clear how many cases were among the "several" mentioned in the letter and it is not known how many past cases the decision will affect.

According to sheriff's Chief Deputy John Connerly, Deputy Smith has 16 years experience in law enforcement. Chief Deputy Connerly said Deputy Smith originally worked for the Sampson County Sheriff's Office from 1993 to 1996 before leaving for stints at the Clinton and Goldsboro Police departments.

He said Deputy Smith returned to the Sampson County Sheriff's Office in 2006 and shortly thereafter began working as a narcotics officer in the Special Investigations Unit.

Sampson County Sheriff Jimmy Thornton stood by Deputy Smith and said he was a good officer who was dependable, conscientious and hard working and said none of the cases involved any illegal activity on Deputy Smith's part.

"He is a good officer and certainly has credibility and respect and would not do anything except what needs to be done," Sheriff Thornton said.

"It wasn't a matter of him doing anything that's not legal, it was not doing the reports correctly, in haste leaving things out that were omitted, not by design ... incomplete reports," he said. "When you field 25 to 40 calls a day (on drug tips), it's overwhelming. I make them investigate all of them."

Sheriff Thornton said he spoke to Mr. Hudson and his staff before the letter was sent and thought they had worked things out by checking the facts of the cases in question with Deputy Smith and devising plans with Mr. Hudson's staff to address their concerns.

Sheriff Thornton said he was not sure how many cases Mr. Hudson considered in making his decision. He said he understood Mr. Hudson did what he felt he needed to do as the district attorney though the sheriff disagreed with it.

Sheriff Thornton said he felt Deputy Smith should be given the same presumption of innocence afforded to all under the law.

"Certainly if a suspect in a crime is entitled to due process and consideration, you know certainly those of us in law enforcement are due the same," he said.

Sheriff Thornton said the move could potentially be career-ending for Deputy Smith as a drug agent. He said while the department is forced for the most part to accept Mr. Hudson's decision, he understood Deputy Smith is considering legal action on his own.

Sheriff Thornton and Chief Deputy Connerly both said Deputy Smith will remain employed with the sheriff's office.

Chief Deputy Connerly said he planned to move Deputy Smith to a position overseeing booking operations at the jail. He said Deputy Smith is currently out of work for reasons unrelated to Mr. Hudson's decision, but is expected to return to work soon.

He said he has spoken to him recently.

"He's very distraught over it," Chief Deputy Connerly said. "When the letter first came out he couldn't understand why it was done."

Anonymous, please count the employees of Roseboro and divide by 18,000. The way I look at it, really doesn't come out to a lot of money for anybody in '2009. Problem with our soceity is, we're so worried about what others make or do, we don't stop to sit down and look at ourselves. If you lived in Garland, Clinton, or Salemburg, you'd still complain.

I bet Deputy Dunn is grossly underpaid compared to our town employees. Over $18,000 a month going towards town employees' salaries. That's insane for such a small town.

It interest me to see these post, all I ever read are criticizing remarks from individuals about this being wrong and that and so on. Unless you are a man or woman wearing a uniform and are willing to place your life out there for public safety you deserve not right to criticize the young officer. Additionally unless you have ever spoken in a town hall meeting or worked to worked to fix anything you have no right. You basically as you sit back in your home and type on your computer become part of the problem in Roseboro. If you feel so wronged stand up and voice your thoughts at the town hall meetings be part of the solution and not the problem. There are problems but I's sure Drenda and RH sit back and read this and enjoy it because not many have challenged them. I'll see you at the next town hall meeting second Tue of each month.

I do not see why so many citizens give the deputies so much grief. I know that deputy dunn and at least one more deputy, I believe he is a captain' last name Grady. Both of these guys earn every bit of their money. Who else in this county would sacrifice putting their heads up the higher managements rectum to keep sh%# from getting on our tax payers new sheriffs office floor. Now for the other sheriffs office employees that stay at the office 7 hours out of the day that is another story. I believe that "Deputy shack up Dunn" wants to do a good job but does not have the mental ability to do law enforcement. The problem with sampson county is that you have a bunch of uneduacated people in very educated positions.

At first I did not think some people could be so stupid as GeezGurl. (Leave me alone and let me drive intoxicated.) Stupid girl, most break-ins and larceny is covered by insurance unless you are too stupid not to have coverage. When driving intoxicated, you are driving a death missle with a loose nut behind the stearingwheel. I would advise your stupid self not to hit me or mine.

Another thing, why is he so worried about people acting stupid in Roseboro. He needs to be worried about drug dealers, thieves and gang membres. Not just us few who choose to have a few drinks to loosen up with friends and neighbors on the weekend. We are his taxpaying citizens that pay his salary. By the way, does anybody know if the salary of all county employees is public. someone told me some of them make over a hundred grand a year. Is that true? Mr. Deputy, if i get out of line a little on the weekend, leave me along please sir, concentrate on protecting Roseboro from robbers and such. I have a SUPER TROOPER nearby that can keep me in line. All government in Sampson County is corrupt. No exceptons, no where, no time. You included SIR.

I have two points of view. FIRST - since when is it illegal to have a room mate? That's my positive point of view. SECOND - You are right, that comment was stupid. I live within his "jurisdiction" and have been stopped before, but he hasn't got me again!!!!! LOL.

This is such a innocent Deputy Public Servant. Well at this time he his cohabiting with another Deputy at the Sheriff Office. Well top things off the great leadership at the sheriff office let's this kind of criminal activity go on and to put a little ice on the cake they rent a home that belongs to the Cheif Deputy at the Sheriff Office, I thought a Public servant was to enforce the laws not break them so your little Pat is not so innocent sorry yougetit. Crime is not down in the City of Roseboro its not being reported as much people have the rights to be ignorant.

Yougotit, you are so ignorant. Do you even know this Deputy? I can not believe someone would post such a harsh comment against a public servant. It is so sad to know that there are such ignorant people living in society breathing the same oxygen that normal people breathe. I’m not going to chastise you for your grammar issues; I’m not an English professor. I will however, tell you that you should do some sole searching on your feelings towards an innocent public servant that is trying to protect people like you and I. Maybe crime has gone down in Roseboro, are you a CRIME EXPERT? I doubt it!!!
