Roseboro board eyes its owns animal ordinance

After listening to the pleas of dissatisfied town residents at a previous board meeting, Roseboro leaders have decided to do something about the growing problem of dogs and cats freely roaming the streets.

The action, planned by town clerk Drenda Ammons and attorney Billie Poole, is an ordinance that addresses such concerns as dogs roaming the streets at night when the county’s Animal Control is closed.

The town currently has an ordinance that was recommended by the county, but Ammons said that it does not provide a proper course of action if a resident has a problem at night. In essence, the document is “not detailed enough,” said Ammons.

Mayor pro tem David Alexander has seen firsthand the problem with dogs roaming the streets at night and biting residents. And since the animal shelter closes at 5 p.m., it has been an issue that has created a conundrum to him and other concerned residents.

“At night, we can’t reach anyone,” said Alexander, who added that the existing ordinance did not clarify who would be the group to contact in the evening. Sheriff’s officers working in Roseboro could be called, he said, but at this point, there’s no designation that would allow them to respond.

Before a draft of the ordinance can be created, Ammons explained, it also needs to clarified as to who will actually be in charge of Animal Control. At the present time, animal control is being handled by officers under the leadership of assistant county manager Susan Holder. But, this may change in September, when the Sampson Board of Commissioners will decide whether to switch control to the Sheriff’s Department.

In the meantime, Poole stated, during last week’s town meeting, he will be talking with the Sheriff’s Department and Holder as he prepares an ordinance for Roseboro.

In addition to explaining what can be done about those roaming canines, the proposed ordinance may also tell the number of animals a resident can own. Right now, Ammons has plans for a draft limiting a household to four pets. Also, an owner will now be responsible for making sure that an animal has all necessary tags and shots.

The regulation will also determine a fine for a person who allows their pet to roam freely on the streets. In the case of a wandering pet that cannot be identified by an owner, the animal will then be taken to the animal shelter.

Overall, Mayor Roland Hall expressed of the goal of this document, “We are hoping that with this ordinance, everyone will be satisfied.”

None of this really matters. If and when the HWY 24 by pass gets built, Roseboro will become a ghostown. Hence the term "BY-PASS".

LMAO.....sorry folks! I got in on this a little late but it's been a good read just before bed. G-girl, don't shoot the dog with your gun, the sheriff might hear it and think it's at the Gambling hall down the road (sorry I meant business center). Honey I need some bow practice and arrows don't make a sound...well just a thud. Besides I've seen that damn yellow lab in your and my backyard too many times. He won't be around much longer if I catch him raising hell at 3:30a.m. again. And leave our G-girl alone #%$ch!

Bob settle down. When in doubt, send money to stanford. I guess the town missed out on the cash for clunkers. Drenda will have to figure out another way to finance that family raise.

There they go again...Two things I would like to say...1st...why would Drenda Ammons even have a plan of action for an animal ordinance for Roseboro, when she dosen't LIVE in Roseboro. She's the town CLERK not the MANAGER. Did someone ask her to do this? A boardmember?The mayor? Two...what ever will be decided about this, you can guarantee that the town will not pay for this. The cost will be pawned off on someone else...that's ok. Just another deal that Roseboro will work out with the county...I see the police cars are still behind the department, the perfect chance to make some money for cash for clunkers.

Lafus, technically, you are incorrect. Electrical phone pulses travel at a much faster speed than bullets travel through the air. Also, the SC animal control officers respond faster than a bullet travels...or do I have that reversed?

Children, Children, Children!!!!! Stop the bickering or I will send Katie out from the SI to interview you. That will straighten this thing out.

Now for some sanity and logical reasoning to this problem: 1) Make a complaint to SC Commissioners at the next board meeting. 2) Then vote to tax each Roseboro resident their fair share for each loose animal on the street. 3) Put no trespassing signs in your yards warning the animals to "keep out". 4)Send money to me for teaching stray animals how to read signs. 5) Send money to me to teach the commissioners how to listen to their constituents on this matter. 6) Please just send me money.

Been to Roseboro, haven't seen that many loose dogs and cats but did see a lot of heffers.

Dear anonymous,

For your information (if you know what that means!) Your so interested in catching these animals, why dont you move to Roseboro, and have other dogs come in your fence.. (which you paid for, for that certain reason) and rape your dog. Sounds nice huh? AND Well it seems to me she has called Animal Control several times, and never saw or heard from them again. And "sweetheart" here is another thing.. She is far from redneck. ;)

well anoymous...you are wrong on some of your accounts. I live in the center of Roseboro, not out of the city limits. And I wouldn't hesitate to kill a dog that the owners don't care enough to take care of (ie. keeping it in their own yard or on a leash). I DO know what temperament means (I have red hair, so I've heard that word alot!) And in regards to the Country Club...due to some of the people that live there, I'm glad I don't!! So keep you dog/cat off my property and we shouldn't have a problem...sweetheart.

Sorry, anonymous, if your tampon is in a wad by g-girl's quick thinking response to thuggish dogs. Personally, I'd drop a dog in a second and wouldn't lose a night's sleep. I also have taken down several marauding cats in my time. So, if you're offended by what you read in the SI comment section, might I suggest the Bible. Oh, wait a minute. There are stories of animals being killed in there, too. Why not sit down and write your own comments and read them back to yourself. I'm sure you would agree with that author everytime.

Yes, g-girl, I can just see your backwoods rebellious a** coming out barefoot, in your cut off blue-jean shorts, stringy haired, marlboro hanging out the side of your red-necked mouth, ready to shoot something! You sound just like you are from Roseboro! What a shame that your answer to the problem is to kill something!!!! Why not set a trap, somehow, catch it and take it to animal control??? Ohh, wait, that would be too much like a decent thing to do, wouldn't it???? That wouldn't involve hurting something or taking the life of something, I suppose......

And one more thing....could someone explain to me why Roseboro has a mayor and mayor pro tem? So who is actually in charge here, Hall or Alexander? Ok, no I don't mean who is in charge, we all know Queen Drender is actually in charge, but why do these two each have a title? Maybe I misunderstood the definition of pro tem....where is my dictionary.com?

G-girl you're such a rebel LOL! Just make sure you dispose of the evidence because otherwise they would try to charge you with a crime for taking care of what they didn't. Lafe, I heard you were gonna be the new K-9 n HEAT...oops, K-9/HEAT officer who patrols Coharie Acres. Is that really so or is it true you flunked out of the K-9 BLET program?

After calling Animal Control on several occasions about a dog that jumps into my fenced backyard, and being told they would put out a trap since the animal was skittish of people and then nothing being done...no trap, no return call etc., I know how I will handle the situation of an animal that doesn't belong to me being in my yard...I will shoot it. I personally think the Sheriff's Department has enough on their plate than to worry about some silly dogs or cats. If people don't/won't take care of their animals (and keep them out of my yard) I will be more than happy to!!

I wonder if drender and company are going to get any pointers from Clinton Police on how to handle thuggish dogs and marauding cats...

Anyway, animal control closed? I thought we all decided the Sampson County Sheriff's Dept./Animal Control/HEAT would handle these feral criminals...
