An “exhaustive” investigation into the activities of a 22-year-old Sampson County man already jailed earlier this month on outstanding warrants stemming from the sexual exploitation of a Michigan woman, has led to over two dozen more charges, including rape.

Sampson County Sheriff’s Capt. Marcus Smith confirmed that Kelbie Deshaun Glover, of 2639 Herring Road, Rose Hill, was taken back into custody earlier this week and charged with the following: one count second degree forcible rape, 14 counts of second degree sexual exploitation of a child, five counts of third degree sexual exploitation of a child, and one count each of taking indecent liberties with a child, extortion, disseminating obscenities and failure to register as a sex offender.

On Wednesday, Feb. 4, District Court Judge Mario White set Glover’s bond on the additional charges at $475,000 and stipulated that, if released, he must wear an electronic monitoring device, be confined to his home when not at work and have no access to electronics pending trial.

Smith said the latest charges came on the heels of Sampson officers conducting “an exhaustive investigation” from Jan. 22, when the first charges were leveled, until Feb. 2.

During that probe, he said, investigators were able to identify that images located in Glover’s phone included multiple underage females. They were also able to ID additional victims that Glover had reportedly extorted. He also is reported to have sent those same victims unwanted explicit images of himself.

The sheriff’s captain said the probe also led officers to an 18-year-old female who, based on digital evidence, had presumably been sexually assaulted by the suspect in the latter half of 2024 in Sampson County.

“The Sampson County Sheriff’s Office is thankful for the strong relationships with state agencies, and is fortunate to have the trust of agencies around the country to bring these criminals to justice,” noted Sampson Sheriff Jimmy Thornton.

Glover, who remained in jail Friday afternoon, was originally charged on Jan. 22 with one count each of second degree sexual exploitation of a minor, third degree sexual exploitation of a minor, indecent liberties with a child, extortion and failure to register as a sex offender.

He was initially denied bond under Iryna’s Law, which became effective Dec. 1, 2025, but was issued a $250,000 secured bond later in the week by Sampson County District Court Judge Mario White. He was released earlier in the week.

The Jan. 22 arrest came on the heels of an investigation that began when a Michigan woman reported to law enforcement officers in that state that the suspect had threatened to release private images of her if she did not comply with his demands.

The images, the probe showed, were created while the victim was a minor.

According to Smith, Michigan investigators identified Glover as the suspected perpetrator and contacted the local sheriff’s office for assistance.

Smith said with the assistance of the Administrative Services Division, which oversees the county sexual offender registration, and in coordination with the state Probation and Parole, investigators quickly developed probable cause to arrest Glover on one count of sexual exploitation of an adult.

Glover was initially located and taken into custody without issue in early January and released on Jan. 4 under a $35,000 bond; however, further investigation showed that the suspect was in possession of explicit images of the out-of-state female and that those images were created while she was a minor.

Further investigation, Smith said, revealed that Glover reportedly attempted to extort a friend of the victim, who also resides out of state.

“This investigation,” Smith noted, “is ongoing, and anyone with information is encouraged to contact our Criminal Investigation Division at 910-592-4141 with information.”
