Garland eyes upgrade to its online presence

GARLAND — Town officials are working on revamping the official website to provide a better online experience for residents.

Town Clerk Pam Cashwell recently presented the opportunity to the Garland Board of Commissioners during a recent meeting. Joe Baisley of Lavallette Technology Services presented a proposal to make changes to www.townofgarlandnc.com for $12 per month. This will save the town about $8.

“He worked with two or three municipalities and actually designed their web page to where it’s user-friendly with a lot of input from the staff,” Cashwell said.

Some of Lavallette’s client include the Town of Hamilton, the Chowan County Regional Fair and Denton Wildlife Services.

Information Technology (IT) services would also be included at $25 per hour if were to occur with the system or other issues with data and vital information. With offices in Elizabeth City and Williamston, $5 more will be charged if a trip is required to Garland.

“We currently have no one when something goes wrong with our computers and stuff,” Cashwell said.

Deputy Clerk Teresa Smith operates the site and makes updates for residents. Some of the features of the current site includes contact information for town officials, a list of area businesses, and a news section which includes important matters such as water/sewer rates.

Commissioners voted to move ahead towards finalizing a contract to use Lavallette Technology Services for website and IT services.

Garland changes HR process

During a recent meeting, commissioners voted unanimously to appoint Cashwell as the Human Resource Director. In addition to town clerk duties, Cashwell oversees the spending process as finance officer.

After the meeting, it was reported that Mayor Winifred Murphy and Commissioners are working on revising current personnel policies to a more formalized and comprehensive approach.

“With that being said, I have been filling the role of completing all personnel related duties to date and the appointment last night as the Human Resource Director was part of the formalization process,” Cashwell stated.

Murphy added that it’s an ongoing process as the town improves how it deals with personnel.

“Other towns have a go-to person, rather than just the commissioners and the mayor,” Murphy said. “There will be someone specific that can call and check references and someone specific that will do the applications and process all of this stuff.”
